Joe studied at the University of Sheffield and University of Manchester before joining Place Services in 2022, where he works as an Assistant Urban Design Consultant. His role involves providing consultations for local planning authorities with regards to the urban design of a variety of planning proposals, ranging from residential developments to data centre projects. He also contributes to the Essex Design Guide, masterplanning work, and helps to administer Essex Quality Review Panels.

In 2023 he worked on the Planning for Safer and More Inclusive Places for Women and Girls project, which was a design guidance project written for the Essex Design Guide. It provides comprehensive design guidance for developers and local planning authorities in Essex, covering key design principles such as visibility, movement, activity, and feel.
