Dean has been a qualified Town Planner since 2003, and a Member of the Royal Town Planning Institute since 2012. He has held positions at Thurrock Council and Southend-on-Sea Borough Council, where he was Chief Planner between 2013 and 2017. Dean has led on a number of largescale development projects in Essex, contributed to policy documents and has a strong track record of delivering high quality development. His work, and that of the teams he has headed, has been recognised at national level, from being shortlisted for RTPI Young Planner of the Year in 2013, to national Planning Awards and High Commendations in 2014, 2015 and 2018.
Having either lived or worked in various parts of Essex all his life, Dean has a good understanding and appreciation of the county’s places, opportunities and pressures, as well as rounded understanding of the planning regime and development industry as a whole. Dean currently lives in central Essex and is Head of Development Management at a London borough council.
